Member Roles and Groups page does not reflect area coordinator stuff

I think it's probably best to remove the public https://members.hacman.org.uk/groups. It can be replaced with something else, but for now best just to remove it it seems.

Also there's no welding section

There's functionality tied to this, allowing relevant groups to edit & update the pieces of equipment related to their area of expertise.

I don't think its very useful as a list of groups and how to contact them, we solve that via other means, so we might want to alter & tweak that. But we ought to keep it in sync with area coordinators & any additional empowered volunteers so they have appropriate permissions on the members system.
