Dashboard parameters help

Hi, I'm following the Dashboard Parameters slidedeck provided on the wiki but I can't seem to follow past the first slide. Where do I view the following options?

That is admittedly old documentation, and refers to using the QueryBuilder to produce a SQL statement.

I will have an updated tutorial available on Monday that describes how parameters work.
