Can't change another user's password

A continuation of my password related issues: I also encountered a permission error when I dared try changing another user's passworrd from their profile page.

I thought the administrator had permissions to do anything. Something tells me this may be a related issue or may expose the true cause of my problems.

Go to Administrator and just click save again, see if that helps. This has come across before and that solved the issue. Never found out why that happens, but for some reason Luna used to put password reset permission for admins to disabled in older versions.
