I did a fresh install and forgot to delete existing tables or use a different prefix.

An error was encountered
Error: Unable to insert into table config. Please check your configuration and try again.

Notice: Undefined index: db in C:\xampp\htdocs\luna\include\functions.php on line 1480

Fatal error: Call to a member function close() on null in C:\xampp\htdocs\luna\include\functions.php on line 1480

So you used the same database, with different tables and a different prefix? Or did you use the same prefix?

Yes same database and no prefix.
