Provide the less general for' for better fusion #111

As discussed there are some fusion rules that can benefit from an implementation of for' which cannot be added to the existing for.

Should be able to enforce the less general version in the type. Maybe even give it a proper name and call it something different?

I'm delaying resolving this until I figure out how to solve the fusion reliability issue from this issue:
