Certain NPCs cannot spawn

[HAYASHIDASEIYAKU]

burger dealer on the roadside, security guard at entrance, cop in a police booth.

The 'C' key function can be used to spawn it, but this does not work for cops. Is there a way to always spawn it, or give it a higher pedBudget priority to avoid sharing memory with passers-by peds?
