Implement server side initializing of data export to reduce load times of report exporting on GEAR UI

The IT standards report, when clicking the export icon into csv, currently takes over a minute to finish initializing the export before being downloaded. While this happens, the browser freezes and asks the user whether they want to wait or exit the page. We need a way of quickly (under 5 seconds ideally) exporting this data to a csv without freezing the user's browser.
