Opening URL-s

Would it be possible to open an URL from a shell script within Putty?

For example using an ANSI sequence like the one for the window title.

I had a look at this, for another feature. A big issue with the reasonable ways to do it is that screen/tmux break them in horrible, inconsistent ways. I guess I could add a really awful hook, off by default.
