Prepare for PyPI.

Description

Prepare the repository for PyPI release.

• Moved html/ into miniwob/ to make it package data. Adding data files outside the package is discouraged by setuptools, and it was very tricky to do.
• Edited pyproject.toml and setup.py based on other Farama projects.
