Telemetry RF - telem_rf_send_rf_packet optimization

During documentation updating I found that telem_rf_send_rf_packet() in the telem_rf.h file did basically the same thing as rf_service_tx() in the rf_transport.h header file. If possible the telemetry RF application should utilize the already available rf_service_tx() routine.
