1.21.4 is the latest version of Minecraft so how am i supposed to get 1.21.5

you arent. you downloaded the 1.21.5 (latest snapshot release) version of a mod instead of the 1.21.4 version. so the mod you downloaded (fabric api) requires the version of minecraft it was made for (1.21.5)
