Hey, I noticed you changed some webpack configuration files. This can break production builds. Did you remember to run a production build locally to verify they still work? |

Not an Emergency, this PR touches many files to optimize performance and it would be large risk of regressions if we would also migrate all the files to useOnyx in here |

This PR avoids bundling
why-did-you-render
package and unusedlodash
functions into the JS bundle. This also moves the libraries which are wrongly placed independencies
and there right place isdevDependencies
