Release for ArcGIS API for JavaScript 4.20

This update adds a couple of new options.

• copyAssets - boolean flag to let the plugin know if it should copy assets locally. Default is true.
• assetsDir - directory name to copy assets to. Default is assets.

This version of the @arcgis/webpack-plugin is for use with version 4.19 or the ArcGIS API for JavaScript and above.

It will handle copying the @arcgis/core/assets folder to your build directory and filter out files not needed at runtime. It is not required, but is a helpful utility.
