So if this is P5 (kind of means never) for Mozilla, does this mean that this project is dead?

No, it’s just set to P5 so that it doesn’t show up when Mozilla does a search for important (P1-P4) bugs before releasing the next version of Firefox to make sure that the most important stuff is fixed. Many of the bugs that bug 1405887 depends on are P2 or P3.
