Instructions for local hosting

- needs ruby < 2.4.0 due to conflict with son 1.8.3

#### Hosting locally
Follow the instructions in the [Jekyll documentation](http://jekyllrb.com/), with a few tweaks:
1. Check if [this issue](https://github.com/flori/json/issues/303) with ruby 2.4.0 and json 1.8.3 is resolved. It can be resolved by downgrading to an earlier version of ruby (Homebrew has 2.2.0 available)
1. Install a local version of ruby
- `brew install ruby`
- `brew install homebrew/versions/ruby22` if above issue not resolved

Once the ruby stuff is sorted out, run this from the project root:

gem install jekyll bundler
bundle install
bundle exec jekyll serve
```

You can now view the local version at http://127.0.0.1:4000/seng462-test/
