Users should be able to submit invite codes and nominate servers for membership in DSC.

Potential command layout:
&nominate <Invite> <Demographic>

The bot would then post the server information gained from the invite (or potentially do checks for member requirements before posting) in a DSC channel for seconders and the final vote.

Partially implemented in a6fc271. Still need to create code to run seconders and votes
