Can't see who the owner is

It is currently not possible to see what empire owns the cities and ships.

Making it very confusing if you have two (or more) empires and don't remember the names of all your cities and ships.

Added a character filter dropdown box in the 4489187 commit.

The dropdown box only display character IDs because the HMails only contain the RecipientID and not the name. I have a few ideas to get the name of the Recipient, but it'll have to wait.

Another annoyance is that this is character based and not empire based. There is just no way to know the name of an empire a character belongs using only the HMails.

All cities now have the name and ID of the founding avatar. This could be collected and used maybe.
