目前是通过扫描 /proc/net/tcp /proc/net/tcp6 来获取，再超高并发服务器上可能有性能问题，
应该通过 kernel netlink InetDiagMsg 来获取当前连接信息。

对于port的管理，这块，mesos增加了一个network port isolator来管理，很快就会有release，后面就可以知道主机上哪些host port不能使用。
