We are now shipping the dumpsys binaries in the utils/ directory, as the phone image will include the dumpsys by default in the future (need to wait for Turbo / Midori), we will be able to use the pre-loaded one instead of pushing the binary to the device.

After that, we can modify the SetupEnv script, and the cmd variable in watcher_dumpsys.py.

It should be in /system/bin/ directory
