That fails tests/test_codeql_pr_workflow_contract.py::test_codeql_action_steps_use_one_version_per_workflow (it requires exactly one CodeQL action SHA per workflow file). Bump the sibling init refs in codeql-pr.yml and the init + upload-sarif refs in scheduled-security-scan.yml to the same v4.37.9 (cdf488f) release already used for analyze in this diff, so each workflow is internally consistent again. Verified: the contract test now passes, and the full suite (2630 tests, minus two files that fail to collect under this sandbox's Python 3.11 due to an unrelated 3.12+ f-string syntax requirement, pre-existing on main) passes.
