Ping Foundation & Champion when a Dojo ticks inactive status

When a Dojo ticks the inactive box it would be useful if:

A)we get a ping into [email protected] letting us know that a club became inactive

B) that the Dojo champion gets auto-emailed reaching out to them and also getting feedback to see why and if there is anything we can do to help them get going again. Note: I would like to be involved in writing up the wording for this, once we know it is technically feasible :)

There's a audit.dojo_stage table that list how often a club would be marked as inactive. I'd be nice to know how often it happens to see if it's something actionable behind.
