Popup template with form not rendering the Top padding corectly

Description

As seen in the video, even if the Global Padding is set to 32px -> on the Top side it's 0px.
This is related to the inserted template. Re-creating the same Popup from scratch -> works without issues.

Step-by-step reproduction instructions

1. Install Neve and Otter Version 2.6.3
2. On a new page insert a Popup Block and from the onboarding steps -> select the Popup with Form
3. Publish the page and notice the Top padding of the Popup
