Problem:
Biggest need for moderation currently is unclear comments, that moderators should tweak & repost to be clearer & more atomic

Suggested solution:
Renew the moderation UI

Allow external moderation services as plugin?
A "edit comment" interface with:
- Original comment
- Guidelines for good comment
- Textarea
