Zero addresses parse differently based on street #59

Some addresses with a house num of 0 get the 0 stripped off, and others don't. These do:

0 CARPENTER LA => CARPENTER LN
0 E MEEHAN ST => E MEEHAN ST
0 LURAY ST => LURAY ST

And these ones don't:

0 BAINBRIDGE ST => 0 BAINBRIDGE ST
0 CHESTNUT ST => 0 CHESTNUT ST
0 E HAINES ST => 0 E HAINES ST
