如果产品的请求失败和无数据UI是不同设计的话,会有这个情况
1.用户进入功能,无网,显示请求失败UI
2.有网后刷新数据,如果这个时候数据是空数据，就无法切换成空数据的UI了

不是在makePlaceHolderView加网络和空数据的判断就行了嘛！
每次不管是网络问题还是空数据都会去调用cyl_reloadData,那么一定会回调到makePlaceHolderView
