这里为什么需要特意限制返回值为false呢？因为项目中复用到了tableView的代理部分，这里想根据情况做不同的处理，但是返回为false时抛出了异常，希望了解的帮助我解答一下。同时如果注释掉了会发生什么情况呢？

作者的意思是代码本身就是默认不让滑动的
如果你想不让滑动的话就不需要实现enableScrollWhenPlaceHolderViewShowing，
如果你开启滑动，再去实现enableScrollWhenPlaceHolderViewShowing，并且return YES；
