Why does my RVE look weird and blurry, especially on LEO. (My GPU is RTX2080Ti)

This is the cloud for 1.8.1RVE. I don't know why, but I think it looks better than 1.12.3's cloud. And 1.12.3RVE's Earth's cloud looks too weird, but I can't describe it

I am not really supporting RVE2.0 anymore, but all those things you see are actually wanted, the strange clouds are looking like spilled Paint because their brightness is too high, you can change that in the Color menu(EVE editor). The Cities are supposed to look like this, since I only used Cape Canaveral I never noticed.

I'm recently trying to remake cloud textures of the earth of rve 2.0 (64K earth HD cloud and land maps exported by SpaceEngine), because I encountered similar problems when making my self-made planets and clouds last August, because the cloud colour is too strong.
