Is your feature request related to a problem? Please describe.

If a torrent is added that does not have any seeders, it will infinitely stay in the queue.

Describe the solution you'd like

An option for Kapowarr to detect that a torrent is failing (stalled) and if so remove it, blocklist it and re-search.

Additional context

It should be opt-in and the time the torrent has to be failing in order for it to be replaced should be a setting.
