The web UI and CLI instructions are mostly separate. This means either some duplication of background information, or too little background information (especially for the CLI), making the reader switch back and forth between two different parts of the documentation to read about a feature.

Both the web UI and CLI instructions should appear on the same page.

Related to improve navigability issue #741.
Would also solve #369.
