FHIMP - Flood icons should be made larger

A challenge for this map is that once you have searched by area, the user will want to highlight or query point locations. The icons for points on the map are too small and difficult for some users to select. that means that we should:

[ ] make icons larger

which most likely involves:

[ ] updating the service by editing the layers
[ ] publish service with larger icons
