  1. extensive changes to move STV to its own article

    Previously, this was stuffed under the voting section for student senators which caused horrendous issues with sub-sub-subsectioning and nesting. A summary of changes is found below:
    
    - Added separate sections detailing elections rules and voting procedures
    - Added a reference to the article under vacant senate seats
    - Updated references to the new clauses and sub-sections in the language
    - Added a clause specifying all elections shall follow STV, and made an exception for the MAL elections.
    - Updated the reference to STV in officer elections.
