Untagged translation annotations in CLO-NICR.owl are leaking into other ontologies

OBI uses Ontofox to import a few terms from CLO. This is the relevant part of our import configuration:

However we're getting labels and definitions in multiple languages (without proper xml:lang tags) on the IAO terms that come with it. For example,

These seem to be coming from CLO-NICR.owl. In that file there are properly tagged annotations but also untagged annotations with duplicate content, for example:

<rdfs:label xml:lang="zh">编辑首选术语</rdfs:label>
<rdfs:label>编辑首选标签</rdfs:label>
<rdfs:label xml:lang="zh">编辑首选标签</rdfs:label>

Could this be simplified to just:

<rdfs:label xml:lang="zh">编辑首选术语</rdfs:label>
<rdfs:label xml:lang="zh">编辑首选标签</rdfs:label>
