duration_max 设置的时间与拍摄好的视频时间对不上 #259

譬如： duration_max =10*000
视频拍摄完成后，再手机上找到路径打开，显示的时间是 9s

譬如： duration_max =4*000
视频拍摄完成后，再手机上找到路径打开，显示的时间是 3s

不知道是不是长安录制按钮的过程中，有耗时的代码

@zhangwenxiang26 android q系统下兼容性不太好可以看看我的库基于这个重写了
