Implement testing with Ceph
- Adds a few extra missing dependencies to install-deps that were not present in a fresh ubuntu vm. - Adds a script to install Ceph, copied over from a different action that we're already using to test a different repo. - Adds testing to the test-build action and renames it to test. - Disable memory leak testing for test-seq and makes it the only test run.
