          This issue of ensuring consistency between `iveg` and `isoil` and how to fill in the soil/pft values in the offline appliciation has been a focus of some recent work (linked to GW model implementation) - see #338.

I think we're okay offline but the initialisation in ESM1.6 may need to be looked at again.
