A quick review by Debian noted that budgie-screensaver has a requirement for dbus-glib-1.

This is noted here https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=895291

The key part is that "dbus-glib is deprecated and should not be used in new software. It is not at all thread-safe and has some nasty design flaws that cannot be fixed compatibly."

The bug report notes alternatives - but as is - a certain amount of rework is needed before budgie-screensaver can be uploaded to Debian.

EDIT: Also work underway by Mate mate-desktop/mate-screensaver#230
