Split Restfriends CORS module into own REPO

The CORS module in Restfriends provides servlet and jaxrs filters that can be used to set CORS headers via runtime properties.

This functionality is very helpful and as this CORS feature is not specific to Restfriends it can be pulled out into its own repo (eg BorderTech/ java-cors).
