Implement chat GPT

I am willing to add support for chatgpt and we can use for commands likes /ask or to make things faster like checking for things.

Well sure, but the access costs something, and I'm not exactly experienced in calculating costs.
Additionally, I don't have access to a credit card and therefore couldn't even pay for a limited amount of tokens.
