"https://github.com/BioJulia/Bio.jl/blob/master/LICENSE.md" does not exist. Each source file points to it.

Oh, that's oldschool. This repo used to be part of the Bio.jl monorepo - guessing it's a holdover from that. Should be a relatively simple find/replace
