[Bug][TCGC]: SdkEnumValueType.valueType should be SdkBuiltInType

Describe the bug

SdkEnumValueType.valueType is SdkType:

typespec-azure/packages/typespec-client-generator-core/src/interfaces.ts

Line 259 in c864f67

valueType: SdkType;

which seems too generic. It should be SdkBuiltInType, like SdkConstantType.valueType:

valueType: SdkBuiltInType;
