#105 enabled set-log-level

For those not familiar with system level commands, it would be useful to have them documented within the "Maintenance" documentation page.

According to @arsing in a separate bug, these should be used to enable logs:

Using Azure IS: aziotctl system set-log-level debug
Using Azure IoT Edge: iotedge system set-log-level
