Pull Request Overview
This PR restructures the release plan creation workflow by removing the explicit "Check Existing Release Plan" step and integrating that functionality into the creation step itself. The changes emphasize following NextSteps prompts from tool responses and consolidate the workflow from 7 steps to 6.

The reference to 'step 3 below' is outdated. After the restructuring, the relevant step is now 'Step 2: Gather Release Plan Information' (line 16), not Step 3.
