How does this relate to the one we have for Storage at https://github.com/Azure/azure-sdk-for-net/tree/master/sdk/storage/Azure.Storage.Blobs.Batch/src/Shared? Should we change Storage to use this?

Yes we should take this dependency in storage- but to do it before the changes propagates to core was a bit messy with the nested package reference.
