Don't seem to be able to use quay-based imagestreams in pod spec #868

I think a pod spec with the following image ought to work in OCP, but AFAICS it doesn't in ARO:

image-registry.openshift-image-registry.svc:5000/openshift/cli:latest

Debug the issue and raise upstream bugzilla if appropriate.

I think this is something to do with disconnected install.
