Header redesign

Some things to be considered:

• List out projects instead of keeping under menu. like qz.com. MinnPost does an okay job of this too.
• Change the background color to not be black
• Keep space for link to a discussion page. See Create "Get involved" page #109
• We should have a version of the header, that matches the style of the main header but is compressed, that we can use for apps--like what we have for schoolhousewatch.org
• Move the social stuff and search up and out of the menu area.
• Make sure we test the menu at all resolutions. Current menu is busted between ~700px - ~800px. Menu is compressed, but there is a lot of white space. Looks weird.

@jfrankl sent along http://carreraworld.com/us/ as an example. I think it could work for us.

Also, once the header becomes compressed, we should be using the logo instead of the logo + text version of the name.
