We need to improve the reliability of our autoupdates and plugin installations, and make sure that users aren't expecting them to work when they're not going to.

At the end of this milestone, users should not be able to enable autoupdates, or attempt to install a plugin, if we know it won't work. We will also notify them by email + notification if updates are failing on their site.
