File Block: Inconsistent Text link behavior. Download button has no option to "Open in new tab"

Steps to reproduce

1. open page/post editor
2. insert file block
3. set link to open in new tab

What I expected

I expect the button and the text link to both open in a new tab. it is not clear to users that the open in new tab behaviour only applies to the text link.

What happened instead

regardless of setting in block setting pane, the button link will always open in the same tab.

The workaround was using just the button block but would be nice to have the File Blocks built-in button to also open in a new tab rather than just the text link.

The user only uses the button in the File Block and not the text link. Each time the "Open in a new tab" enabled, it went back to disabled after updating and refreshing the page. I suggested using Buttons block as a workaround.

Same confusion on this ticket 4271422-zen. Adding to triage queue so that they can test if this is a Dotorg issue or specific to WordPress.com/WordPress.com themes. I have reached EOD.
