Depends on: #39705

The goal of #39705 is to enable Site Editor for Simple sites. After this task is completed we should build up on top of that work and have a similar loading mechanism on Atomic side.

On Dotcom we are likely going to end up using site stickers. Since these are not available on Atomic, we can approach this in an analogous way as we did with FSE plugin - use the site option as activation indicator.

We decided to delay working on this issue. For now we'll only support experimental editor for simple sites.

This is no longer an issue since FSE will be automatically enabled when supporting theme is active.
