Allow modules to use temp/humidity from the allsky_temp module

see #4122 a Suggestion from @ranous to centralise the temp and humidity values.

1. Add Openweather and the temp module
2. Add options to all modules that use temp/humidity/dew to read them fro mthe temp module
3. Add a new field type to the module manage for 'Variable from other module' to list the available variables
4. Add a method to display test on the module config,. this will then have a warning telling people to use the 'temp' module rather than the sensor options in the module they are configuring - In a future release the sensor settings in all but the temp module will be removed

This will also require a faster way to know what variables are available. At present we don't know what variables are available until after a module has run
