Create seed file to seed DB with causes

Expected Behavior

During development, it would improve efficiency to auto seed the database with causes within an optimal date range from the current date.

Current Behavior

Causes are currently being added and removed manually.

Possible Solution

Create a seed file.

Thanks for opening this @azure-may! This is something we discussed with @aonomike, so as soon as we have all the models in place, we'll also add an admin to the backend where you can freely configure some dummy data for yourself to add to the project for experimentation.
